Since the US Government buys what it needs using US TAXPAYER money, there are very specific rules and regulations on how those funds are spent.
One of the most confusing rules is the mandatory compliance with the “Trade Agreements Act.

The Trade Agreements Act, does its best to put some geographic boundaries to what can be bought with US tax dollars, so the US government, by proxy, does not enable, encourage or finance governments that are at odds with Americas stance on human rights and freedoms.

The US General Services Administration, (GSA) is the government agency that manages “who” sells “what” to the US Government.
Its mission is to make the procurement of goods and services as efficient and cost effective as possible.
Products and services purchased by the US Government are purchased under a pre-negotiated contracts that are called “schedules”.
GSA enters into contracts with commercial firms to provide supplies (products) and services at stated prices for given periods of time. Orders are placed directly with the Schedule contractor,(your business), and deliveries are made directly to the customer.
